The situation was caught on tape and the victim told Channel 2's Diana Davis he's shocked at the bad example the woman set for the two kids who were with her.
Joseph Smith said it was his first time out with his newborn Josiah. He and his wife were at a Fayetteville Kohl's and he didn't realize that his wife's wallet with $100 and gift cards dropped out of the top of the stroller just inside the store's entrance.
"There was probably two to three hundred dollars of gift cards in there and the cash, unfortunately, was cash that was given for the baby," Smith told Channel 2's Diana Davis.
"The Lord provides certainly, but still you take a hit, especially when you lose that amount. And going through diapers the way a newborn does, it hits you," added Smith.
It was a rainy day. Smith said he'd just put the wallet in the stroller and was quickly trying to get out the door to the parking lot. When he realized what happened, he called Kohl's store security. He said they showed him the surveillance tape.
Smith said it shows a woman with two boys, what he assumes is a mother and her kids, pick up the wallet, go through it, divvy up the contents, and go on their way.
As a new father, Smith said he's upset not only about his financial loss, but the bad example the woman set for the boys.
"To just blatantly steal something; it's just not right. I can never imagine taking my son out and saying, 'Hey we found a wallet. Let's pick it up, go through it and keep what's in it.' Blows my mind," he said.
Smith said he hopes anyone with information about the woman in the surveillance video will call 911.
